General Information

The subdivisions of East Rockville are Burgandy Hills, Burgundy Knolls, Burgundy Village, Croydon Park, England’s Second Addition, Harriet Park, Janeta, Maryvale, Redgate Farms, and Rockville Park.

The East Rockville Civic Association (ERCA) was established in 1981 to represent the ten subdivisions of East Rockville. Our purpose is to provide members of this community with a voice on matters that impact our neighborhood. For over thirty years, ERCA has been working for our community. We meet every second Tuesday of the month at 7:30 in the Pump House at 401 South Horners Lane.

Accessory Buildings Supplemental Public Hearing - October 7 at 7 p.m

Dear Resident,
I hope this email finds you well. In behalf of the Planning and Development Services, I want to let you know of a supplemental public hearing before the Mayor and Council on Zoning Text Amendment TXT2019-00254.
The text amendment TXT2019-00254, proposes revisions to the development standards for accessory buildings in residential zones, and for accessory buildings located in both the MXT (Mixed-Use Transition) and HD (Historic District) zones.  Accessory buildings include sheds, garages, and small open structures such as gazebos and swimming pools. Accessory buildings must be in the rear yard.
The changes proposed are intended to do several things:
  • Address concerns expressed by the public on the size and height limitations for a single accessory building, which many felt were restrictive;
  • Reduce or simplify the number of calculations required for installing accessory buildings;
  • Include accessory building limitations for the larger lot zones that do not presently exist;
  • Impose new standards for accessory buildings on properties in the both MXT and HD zones to approximate those of residential properties in order to maintain their residential character,
  • Allow for a second story on accessory buildings where it can be determined by the Board of Appeals that a second story would not be contrary to the public interest.
The proposed changes will affect the size of the accessory building, but not the use of the accessory building. Zoning Text Amendment TXT2019-00255, which proposes to allow Accessory Dwelling Units (ADUs) in accessory buildings, is a separate application and will be reviewed at a later date.  
The community is welcome to attend and testify the following meeting:
  • Monday October 7, 2019, at 7:00 p.m. in the Mayor and Council Chambers at City Hall, 111 Maryland Avenue.  This meeting will be a public hearing on the text amendment before the Mayor and Council to review staff’s additional recommended changes made since the previous public hearing and consider additional input from the community.
